In 1999, Mrs. Sabeeka Saad Al-Jasser, presented this project to Awqaf Public Foundation, This was lead by her strong believe for the need of such services in our society on a year-round basis.

Hence, a location was chosen in Mubarak Abdulla Al-Jaber Area. It is around 4500 m2 and is fully funded by Mohammed AbdulMohsen Al-Kharafi's heirs. It was agreed that the Ministry of Public Affairs and Labor run the center, and the board members, headed by Mrs. Sabeeka, supervises it. In February 2005, the center opened its doors and received its first group of children.
